She holds a BA in Criminal Justice, an MSW, an MA in Educational Leadership, and an Ed.D. in Educational Leadership, and she continues to research best practices that enhance leadership, advocacy and social service for at‑risk populations.
A hard‑working business owner and retired corrections officer, John Paul brings discipline and entrepreneurial insight to the board. He also served in the military and draws on a lifetime of public service to guide TBCC’s strategic direction.
An inspirational creator and education enthusiast, Dr. Utti believes that “Education is the most powerful weapon you can use to change the world.” She designs curricula, motivates young people, and holds both a master’s in Speech‑Language Pathology and a doctorate in Educational Leadership.
A retired employment security representative, Bettie spent her career assisting individuals and families in obtaining resources and benefits. Her compassion and advocacy for the less fortunate continue to benefit TBCC’s mission.

An educator, pastor, administrator and curriculum designer with more than 25 years of interdisciplinary experience in the US and Ghana, Dr. Morkeh specializes in cross‑cultural training, leadership development and human services for individuals facing addiction and mental health challenges.
As a Public Service Administrator and Compliance Manager with the Illinois Department of Labor since 2007, John supervises and guides compliance officers. His expertise ensures TBCC adheres to high operational standards.
A veteran educator with over 25 years in Chicago Public Schools, Dr. William‑Hall is a diverse learning specialist at Nicholson STEM Elementary. She champions inclusive, high‑quality education and brings rich classroom experience to the board.
